The director shall collect a permit application fee, as set forth in a schedule established
by the council from time to time, for each application received. Such fee shall be
separate and apart from any fee or deposit collected for industrial waste plan review
or imposed under provisions of the plumbing code, or other city ordinance or regulation,
or by reason of any license, agreement or contract between the applicant and other
public agency. Such application fee shall not be refundable even though the application
is denied, except as provided in section 13.00.340.
